The Governor’s Office of Land Use and Climate Innovation (LCI) seeks a qualified contractor to provide end‑to‑end web‑development, cloud‑hosting, migration, maintenance, and modernization services for the State’s Adaptation Clearinghouse (ResilientCA.org). The contractor will assume full responsibility for moving the existing Django/AWS environment to a State‑approved cloud platform, delivering ongoing hosting, security, accessibility compliance, feature enhancements, and a structured transition to LCI staff. The effort is capped at $250 K and runs for a 12‑month base period with possible one‑year extensions.
• Migrate the current Django/AWS application to a contractor‑managed cloud (AWS, Azure, or equivalent) while preserving all data and functionality.
• Provide continuous hosting, security monitoring, backup/recovery, accessibility remediation (ADA/WCAG), and ongoing bug‑fixes/feature development.
• Deliver transition services, including documentation, knowledge transfer, training, and a 90‑day overlap with the incumbent.
• Meet California CDT, CloudSmart, FIPS‑140‑3, and other state IT policy requirements; all work must be performed by staff covered under an active IT CMAS contract.
• Submit monthly invoices, maintain weekly status meetings, and produce monthly and final reports as stipulated.
