The Borough of Atlantic Highlands is seeking a qualified municipal bond counsel to provide legal services related to bond issuance, financing, and related public‑finance matters for the 2020 calendar year. The selected attorney must be an approved bond counsel (Red Book), possess extensive municipal bond and tax expertise, and be able to support the Borough through bond transactions, document preparation, closings, and advisory services. Proposals must include detailed experience, insurance, ethical certifications, and a compensation schedule; both hard‑copy and electronic submissions are required by the deadline.
• Scope includes bond issuance, drafting ordinances, resolutions, official statements, and providing legal opinions.
• Required qualifications: ≥ 8 years experience, Red Book bond‑counsel status, tax expertise (IRC §103), and County Improvement Authority experience.
• Mandatory submissions: ethics certification, business registration, stockholder disclosure, insurance certificates, and detailed fee proposal.
• Deadline for receipt of proposals: 11:00 a.m., Dec 5 2019 (hard‑copy sealed envelope marked “Borough Attorney” and electronic transmission).
• Contract term: one‑year appointment (2020) with possible termination by the Borough with 30‑day notice.
