RFPQ-LLB: Groups K&L for Certain District Projects, Preconstruction & Construction Services

The San Diego Unified School District is establishing two qualification pools (Group K and Group L) for pre‑construction and construction services on future lease‑leaseback (LLB) school projects. Qualified contractors will be pre‑qualified, invited to submit Statements of Qualifications (SOQs), and may be interviewed before being added to a pool that the District will use for subsequent RFPs. The LLB method involves the District leasing land to a builder for $1 per year, the builder financing a portion of construction, receiving tenant‑improvement payments during construction, and then leasing the completed facility back to the District.
