The Bureau of Near Eastern Affairs’ Office of Assistance Coordination (NEA/AC) seeks proposals for innovative foreign assistance programs benefiting Egypt that also advance U.S. commercial diplomacy and put American interests first. Proposals must demonstrate how projects will leverage assistance as a tool of statecraft to advance U.S. economic, security, and diplomatic objectives. Programming should promote trade, not aid, by leveraging assistance resources to champion American enterprise and infrastructure and catalyze private capital through market principles. Proposals may address sectors including energy development and exports, trade facilitation, emerging technologies, critical infrastructure, critical minerals, regional economic integration, advanced manufacturing, workforce training, and economic recovery in conflict-affected areas.
Some key areas of focus include:
• Digital and Communications Infrastructure: Strengthening the security, resilience, and trusted-vendor composition of Egypt's strategic port networks, Sinai fiber routes, and broader digital communications infrastructure.
• U.S. Technology for Education, including AI and Advanced Computing: Expanding Egypt's domestic AI and advanced analytics capacity through U.S.-origin high-performance computing infrastructure, startup acceleration, and the institutionalization of U.S. technical standards and architectures.
• Water Security: Supporting applied research, AI-enabled decision support tools, and bilateral academic partnerships to address Egypt's acute water scarcity challenges and inform regional water governance.
• Agriculture Development and Food Security: Supporting applied research and implementation to enhance uptake of new agricultural technologies, including efficient irrigation systems, wastewater reuse, adjusting cropping patterns to account for water scarcity, and management of soil resources.
