The U.S. Department of Transportation/John A. Volpe National Transportation Systems Center (Volpe Center) is seeking a contractor to develop and validate a predictive actuarial model that assigns an Interim Risk Rating to unrated Mexican-domiciled carriers with authorities to operate along the US-Mexico commercial border zone or to conduct long-haul international transport. The model will serve as a statistically valid proxy for FMCSA safety ratings, segmenting Mexican-domiciled carriers into distinct risk pools based on their probability of safety incidents and FMCSA violations. The contractor will be required to provide a firm fixed price quote for the project, which includes tasks such as confirming aggregation of multisource dataset, defining risk pools and scoring algorithms, and providing monthly status reports and teleconferences.
• The predictive actuarial model must be developed and validated in accordance with the attached statement of work and terms and conditions.
• The contractor must provide a firm fixed price quote for the project.
• The project includes tasks such as confirming aggregation of multisource dataset, defining risk pools and scoring algorithms, and providing monthly status reports and teleconferences.
• The contractor must maintain their SAM registration throughout the life of the contract.
• The Government intends to award a firm fixed price purchase order as a result of this Combined Synopsis/Solicitation.
