Notice of Intent

The United States Section of the International Boundary and Water Commission (USIBWC) is issuing a Notice of Intent to inform industry contractors of the Government's intent to execute a Sole Source Award for the renewal of the Aquarius Time Series Hydrometric Workstation standalone license support and maintenance agreement. The intended contractor is Aquatic Informatics ULC. The justification for the sole source award is that the Aquarius software platform is proprietary and exclusively supported by Aquatic Informatics ULC, and no other source can provide compatible licensing, maintenance, or technical support without substantial duplication of cost and unacceptable delay to the Government. • The procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13. • The North American Industry Classification System (NAICS) code for this requirement is 541511, Custom Computer Programming Services. • The Product Service Code for this requirement is 7A21, IT and Telecom, Business Application Software. • The Small Business Administration size standard for this NAICS is 47.0 million dollars. • Interested parties may submit a capability statement and letter of interest by January 12, 2026.
