RFLP Artificial Intelligence (AI) Data Center Development at Joint Base Elmendorf Richardson, Eielson Air Force Base, and Clear Space Force Station

The Department of the Air Force is seeking proposals for the development of commercial Artificial Intelligence (AI) data centers at Joint Base Elmendorf Richardson, Eielson Air Force Base, and Clear Space Force Station in Alaska. The selected lessee will be required to lease underutilized parcels of land for private commercial data center use. The Government may purchase AI Data Center services and power from the project, but it is under no obligation to do so. The proposal should include a concept that does not rely on Government purchases of AI Data Center services or power. • The lease will be for a long-term period, and the lessee will be responsible for developing and operating the AI data center. • The Government will evaluate all proposals received to select one or more lessees with whom to enter into lease negotiations. • The lessee will be required to comply with all applicable laws and regulations, including those related to environmental and security concerns. • The proposal should include information on the lessee's experience and qualifications, as well as a detailed description of the proposed project, including its scope, timeline, and budget.
