The Employment and Training Administration (ETA) is announcing the availability of Unemployment Insurance (UI) Base Fiscal Year (FY) 2023 preliminary dollars and staff year base administration resource planning targets for UI operations. The ETA is also providing states with general guidelines for planning and development of State Quality Service Plans. The total amount of resources included in the FY 2023 President's Budget request for UI base administration is $2,591,307,000. States must submit a Standard Form (SF) 424 for FY 2023 base resources via www.grants.gov. The ETA will allocate $119,997,000 in base postage resources directly to states.
Some key points to note include:
• The ETA will use a specific allocation methodology to determine the amount of funds available for each state.
• States must use all state UI administrative grant funds in accordance with applicable Federal law.
• The ETA will make payments to entities operating the National Directory of New Hires and the State Information Data Exchange System on behalf of the states.
• States have flexibility in using funding among UI program categories, but must spend funds in accordance with applicable Federal law.
• The ETA will provide additional guidance for completing the SF-424 and SF-424A forms.
