The State of New Jersey seeks a single‑vendor, cloud‑based SaaS platform that will replace the existing Employer Accounts System and integrate Unemployment Insurance (UI), Temporary Disability Insurance (TDI), Family Leave Insurance (FLI), workforce reporting, and audit functions. The contractor must design, develop, implement, and operate the solution, provide data migration, testing, training, and post‑implementation support, and meet stringent security, accessibility, and performance standards (FedRAMP‑Moderate, WCAG 2.1, 99.9 % uptime). The contract is a six‑year fixed‑price award with up to four one‑year extensions and requires a 15 % performance bond, $1 M minimum insurance, and a sub‑contracting small‑business set‑aside.
