The State of New Jersey is seeking a vendor to provide comprehensive pharmacy‑benefits‑management (PBM) services for its employee‑benefits program, covering approximately 650,000 active employees, retirees, and dependents. The contractor will be responsible for claims processing, mail‑order and specialty‑pharmacy operations, clinical program administration, network management, reporting, data‑security compliance, and financial guarantees under a four‑year base contract with two optional one‑year extensions. The award will be a blanket purchase order with a performance period beginning 1 January 2028 and ending 31 December 2031.
• Full‑service PBM including claim adjudication, formulary management, and member‑service center support.
• Required NIC‑level data protection, HIPAA compliance, and cyber‑breach insurance.
• Service‑level metrics (ASA ≤30 sec, abandonment ≤3 %, 95 % first‑call resolution) and substantial liquidated‑damage penalties for non‑performance.
• Pricing submitted via a reverse‑auction tool; six‑year pricing (four base years plus two optional extensions) must be provided.
