Description
The Kansas Department of Insurance is issuing an RFP for “PBM Regulatory Support Services.” The contract will provide comprehensive regulatory support related to Pharmacy Benefit Managers (PBMs) and health plans, including data collection, analysis, reporting, secure data handling, and training/consultation for department staff. The award period runs from the date of award through December 31, 2031 (approximately five years). Vendors must demonstrate at least five years of PBM/health‑plan experience, possess a Certified Insurance Examiner, a licensed pharmacist, and have completed similar consulting work for at least three other state insurance departments. The bid must be submitted by November 19, 2026, with questions due by October 28, 2026. No pre‑bid conference is scheduled, and bidder registration with the State of Kansas is mandatory before the deadline.
• Quarterly and annual data collection, processing, analysis, and reporting for PBMs and health plans
• Drafting and delivery of an annual PBM report to the Department
• Secure acquisition, transmission, storage, and processing of sensitive data
• Training, consultation, and technical assistance on PBM regulation, compliance, and enforcement
• Required personnel: PBM/health‑plan experts, Certified Insurance Examiner, pharmacist, compliance specialist, data analysts, and IT security staff
• Minimum three prior state‑level consulting engagements required
• Contract value to be proposed on an hourly and fixed‑cost basis, with NET‑30 payment terms
