The County of Alameda’s Behavioral Health Department is seeking a qualified Pharmacy Benefit Management (PBM) provider to administer prescription drug benefits for uninsured, Medi‑Cal, Medicaid, and Medicare Part D patients served by its behavioral health network. The contractor will manage eligibility, claims adjudication, 340B drug purchasing, rebate capture, and provide a transparent, pass‑through pricing model with no hidden spreads. Service expectations include 99.9% system availability, ≥99.5% claims accuracy, multilingual pharmacy network coverage, extended hours, delivery, specialty packaging, and robust reporting via a web‑based query tool. The contract is for three years (option to extend two additional years) with a start date of May 1 2027. • Administer PBM services for ~1,600 prescriptions annually (≈$135 K drug spend). • Provide 24/7 electronic claims processing and meet strict performance guarantees. • Maintain HIPAA‑compliant data handling and 340B program administration. • Deliver monthly invoicing, quarterly rebate reports, and annual program reviews. • Required experience: ≥5 years PBM work for public/government entities and ≥2 years with governmental health programs.
