Description

The Los Angeles Fire Department (LAFD) Emergency Medical Services Bureau is seeking a qualified medical staffing agency to supply licensed pharmacists on an as‑needed basis. The pharmacists will be responsible for procuring, stocking, storing, and dispensing controlled medications at LAFD facilities, complying with California State Board of Pharmacy regulations, federal drug‑handling rules, and HIPAA requirements. The agency must provide a primary pharmacist and one or two backups, each with at least two years of California pharmacy experience, and must be able to operate automated dispensing machines and generate required reports. Proposals must include a cover letter, work plan, experience references, fee schedule, and a suite of compliance attachments (e.g., non‑collusion affidavit, contractor responsibility questionnaire, insurance certificates). The contract will be awarded to a vendor that demonstrates relevant experience, appropriate licensing, and the ability to meet the City’s extensive regulatory and reporting obligations. • Minimum 2 years experience providing medical staffing in Los Angeles County. • Provide licensed California pharmacists (≥2 years experience) for controlled‑medication handling. • Must sign Business Associate Agreement for HIPAA compliance. • Submit detailed fee schedule (hourly rates, maximum total cost). • Complete multiple compliance attachments (BIP, CRO, lobbying, child‑support, etc.). • Deadline for questions: 27 Oct 2026; proposal deadline: 10 Nov 2026.

Budget estimate

$100,000 – $300,000

The contract will likely be priced on an hourly or per‑pharmacist basis. Assuming an average rate of $150‑$200 per hour (typical for licensed pharmacists in California) and an estimated 800‑1,200 total service hours per year (based on on‑call rotations for a large fire department), the annual spend could range from roughly $120,000 to $240,000. Additional costs for reporting, compliance documentation, and insurance could push the high end toward $300,000. Therefore a reasonable estimate is $100k‑$300k annually, depending on actual usage and negotiated rates.
