The State of New Jersey is seeking a contractor to design, supply, install, and operate an upgraded “Enhanced Motor Vehicle Inspection Maintenance System” (NGSystem, NGVID, NGWorkstations) across all state‑owned inspection facilities and mobile inspection units. The effort includes full hardware provision (cameras, lifts, brake testers, OBD modules), software development and integration, data migration from legacy systems, extensive training, ongoing maintenance, and 24/7 support services. The contract is a small‑business subcontracting set‑aside with a base term of six years, extendable up to ten years, and includes strict performance‑based service‑level agreements and liquidated‑damage penalties.
• Deliver and install NGWorkstations (desktop, laptop, tablet) at 24 central and 4 specialty inspection facilities plus 75 mobile inspection vehicles.
• Migrate ~66 million historic inspection records to the new NGVID database, provide ongoing data‑management, security, and backup services.
• Provide full‑time technical support, training, public‑information outreach (≥ 1 % of budget), and comply with extensive New Jersey data‑security, labor, and environmental standards.
