OCC-26-178 AES Ohio Rate of Return Expert

The Office of the Ohio Consumers’ Counsel (OCC) is seeking a rate of return expert to provide technical assistance in determining the appropriate rate of return, capital structure, and related issues for the AES Ohio Company’s multi-year distribution rate case. The selected Offeror will be responsible for reviewing and analyzing materials filed by the Utility, PUCO Staff, and other parties, and providing recommendations on the rate of return and capital structure. The scope of work includes preparing discovery, attending depositions, and providing testimony. The OCC is looking for an Offeror with substantial experience in evaluating rate of return issues for utilities. • The Offeror must have experience working on projects similar to this work. • The Offeror must have a thorough understanding of the nature of the work and what is required to complete it. • The Offeror must be able to quickly undertake and successfully complete the required tasks. • The Offeror must have a proven track record of providing high-quality services. • The Offeror must be able to work effectively with the OCC and other stakeholders.
