Description

The Confederated Tribes of the Colville Reservation are soliciting four separate pre‑commercial thinning contracts for the San Poil District’s 21‑Mile area. Contractors must bid on each block individually, providing all labor, equipment, safety gear, insurance, and detailed work plans that meet strict silvicultural specifications (leave‑tree protection, mistletoe removal, girdling, slash treatment, road maintenance, etc.). The work covers a total of 120.1 acres across four blocks (B‑E) and requires compliance with Tribal Trader licensing, TERO/Title 10 certification, and tribal employment rules. Submissions are physical sealed envelopes delivered to a locked box at the Mt Tolman office by 4 p.m. on October 29, 2026. The Tribe reserves the right to accept or reject any bid; the lowest price may not be selected. • Four separate contracts (56.3 ac, 38.4 ac, 41.5 ac, 40.2 ac) with detailed thinning standards. • Mandatory tribal certifications: active SAM registration, Tribal Trader License, TERO/Title 10 certification, liability insurance (workers’ comp optional). • Physical bid submission only; no electronic or fax options. • Evaluation based on compliance, qualifications, and price; penalties for damage to leave trees are specified.

Budget estimate

$150,000 – $250,000

No contract value is disclosed. Typical pre‑commercial thinning rates in the Pacific Northwest range from $1,200 – $2,500 per acre depending on tree density, terrain, and required slash treatment. Applying the midpoint (~$1,800/acre) to the total 120.1 ac yields an estimated contract value of roughly $216,000. Given the four separate contracts, each block could be in the $70k‑$100k range. Accounting for possible penalties, insurance costs, and tribal premium rates, the likely budget range is approximately $150,000 – $250,000.
