The City of Issaquah is soliciting qualifications from consultants to perform a pavement condition assessment of all City-owned streets within the public right-of-way. The scope of work will generally consist of three phases: Data Collection, Condition Assessment, and Pavement Management Summary. The project is expected to be completed by May 2026. The selected consultant will be required to execute the City's standard contract form and provide a Certificate of Insurance with endorsement pages naming the City of Issaquah as additional insured.
• The consultant will be responsible for collecting data on pavement conditions, including rating attributes used to develop a Pavement Condition Index (PCI) and an International Roughness Index (IRI) per road segment.
• The consultant will analyze the collected data to determine a PCI for each roadway segment and provide a Pavement Management Summary (PMS) that describes the methods used for the survey and condition assessment, along with the associated results.
• The PMS will include a full report and summary of the findings, capable of modeling the condition and performance of the City's roadway network, recommending maintenance strategies, and projecting funding levels to support these activities.
• The consultant will be required to comply with all applicable State, Federal, and City laws, ordinances, regulations, and codes.
• The consultant will be required to obtain a City of Issaquah Business License and any other necessary licenses prior to receipt of written Notice to Proceed.
