The Air Force Installation and Mission Support Center (AFIMSC) is issuing a Commercial Solutions Opening (CSO) to solicit innovative commercial solutions for a “Resilient, Permanent Expeditionary Facility Prototype Demonstration.” The selected participant will design, engineer, fabricate, transport, erect, commission, and evaluate a full‑scale permanent facility at Joint Base Pearl Harbor‑Hickam (or an alternate Pacific site) within a 9‑12‑month prototype period. The effort aims to demonstrate rapid manufacturing, structural durability, modular utility integration, reconfigurability, and lifecycle cost reductions of at least 30 % versus traditional steel MILCON facilities. The prototype must meet stringent Pacific environmental criteria (wind, corrosion, humidity) and deliver extensive data on assembly velocity, labor, durability, logistics footprint, maintainability, and total ownership cost. Successful performance may lead to a non‑competitive follow‑on production contract.
• Design, fabricate, and field a rapid‑manufacture, permanent expeditionary facility for Pacific theater use.
• Demonstrate assembly within 18‑40 days using ≤12 personnel and non‑specialized labor.
• Meet IBC 2021 Risk Category II, Exposure D (130‑155 mph wind) and zero corrosion requirements.
• Provide modular utility interfaces, flexible interior layouts, and re‑usability of ≥95 % of components.
• Deliver comprehensive data packages (schedule, labor, logistics, cost, environmental, maintainability, safety) across eight engineering milestones.
• Complete prototype within 9‑12 months; primary site JB Pearl Harbor‑Hickam, HI (or approved alternate).
• Potential for sole‑source follow‑on production contract if performance criteria are satisfied.
