Science Citation Index-Expanded Subscription

The Department of Veterans Affairs (VA) is seeking a contractor to provide a web-based subscription to Science Citation Index-Expanded (SCIE) for the Veterans Health Administration (VHA), Health Outcomes Military Exposures (HOME) Program. The contractor will provide online access to SCIE for all HOME employees, with authentication through IP address validation and username/password. The contractor must ensure that the product is 508 compliant, compatible with standard web browsers, and provides technical support to VHA users nationwide. The contract will be for a base period of one year, with four option periods. • The contractor must provide comprehensive user search interface, scope of coverage, and abstracting and indexing of all relevant literature and data sets. • The contractor must ensure that the product is accessible via a variety of personal mobile devices, including Apple and Android devices. • The contractor must provide usage statistics to the system administrator on an enterprise and IP level. • The contractor must ensure that system downtime is minimal and notify the VA project manager when such occurs.
