The Vermont Public Utility Commission is seeking to establish contracts with one or more companies to provide an independent audit of reported savings and cost-effectiveness of programs delivered by Vermont energy efficiency utilities. The audit will review the procedures and methods used by the Department in its annual savings verification process and provide an independent assessment of each EEU’s achieved energy and capacity savings. The selected auditor will be required to provide a report to the legislature and a management letter. The contract period will be for six months, and the state anticipates the start date to be December 1, 2025.
• The audit will include a review of the cost-effectiveness of each EEU’s programs, including residential, commercial, and industrial programs.
• The audit will also include a review of the Technical Reference Manual and the process for managing and updating the manual.
• The auditor will be required to provide electronic copies of its reports and work papers upon request.
• The auditor will be required to safeguard confidential information and sign a non-disclosure agreement.
