Description

The Affordable Multifamily Program Upstate (AMP Up) provides NY S SERDA‑funded technical‑assistance, concierge services, and financial incentives to retrofit low‑to‑moderate‑income (LMI) multifamily housing in upstate New York. The program targets buildings with at least five residential units, requiring at least 25 % of units to be occupied by households earning ≤ 80 % of AMI/SMI. Eligible measures include appliance replacements, prescriptive upgrades, weatherization, electrification, deep‑retrofit, and resilience enhancements. NYSERDA‑approved Multifamily Contractors (Energy Assessors or Concierge Contractors) must submit an Energy Assessment & Scoping Tool (EAST), obtain utility data releases, and manage the project through four milestones, with the overall contract length limited to two years from approval. Incentive caps are 85 % of eligible‑measure costs for low‑rise projects and 70 % for larger buildings; resilience measures are funded outside this cap. Funding totals $126.2 M, with per‑dwelling‑unit incentive values ranging from $400 (appliances) to $6,750 (deep retrofit). • Eligible building types: 5+ residential units, upstate NY utility territories (excluding Con Edison). • Required partner: NYSERDA‑approved Multifamily Contractor; participant must provide data release authorizations and maintain tenant‑protection commitments for two years. • Incentive payment schedule: staged (75 % technical‑assistance at Stage 1, remainder at Stage 2, then end‑use incentives disbursed across Stages 2‑4). • Contract length: up to 2 years from application approval; extensions only by written NYSERDA approval. • Funding caps: 85 % (low‑rise) or 70 % (large‑building) of eligible‑measure costs; separate resilience caps ($20‑$35 k concierge‑service limit).

Budget estimate

$100,000 – $500,000

The program’s incentive pool totals $126.2 M, but individual contractors receive only the portion of incentives allocated to their projects plus a fixed concierge‑service fee (up to $20‑$35 k). Assuming a median‑size project (≈ 20 units) and typical incentive levels (~$5,000 per unit for electrification/deep‑retrofit), a contractor could earn roughly $100 k–$500 k in incentive payments and technical‑assistance fees per project. Larger projects (≥ 150 units) could push earnings toward the high end of that range, while smaller low‑rise projects may be near the low end.
