Description

The University seeks a full‑life‑cycle partner to design, fabricate, deliver, install, commission, train, and document a Mach 6‑10 axisymmetric hypersonic blow‑down wind‑tunnel system. This is an Invitation to Negotiate (ITN) allowing multiple or partial awards and requires the vendor to handle all engineering, manufacturing, on‑site integration, testing, training, and documentation. • Complete engineering design for a Mach 6‑10 axisymmetric blow‑down wind tunnel. • Manufacture and shipment of all hardware, subsystems, and support equipment. • On‑site installation, commissioning, performance verification, and operator training. • Delivery of comprehensive manuals, drawings, test reports, and maintenance documentation. • Ability to negotiate pricing and scope under an ITN framework; FSU may award in whole, in part, multiple contracts, or no contract.

Budget estimate

$10,000,000 – $30,000,000

The solicitation does not disclose a budget, but a Mach 6‑10 hypersonic blow‑down wind tunnel is a large, custom‑engineered system typically ranging from $10 million to $30 million depending on size, materials, instrumentation, and integration scope. Assuming a mid‑size university research facility with extensive testing capabilities, a reasonable estimate is $10–30 M total contract value.
