Description
The Community Assistance Program - State Support Services Element (CAP-SSSE) program provides funding to States to provide technical assistance to communities in the National Flood Insurance Program (NFIP) and to evaluate community performance in implementing NFIP floodplain management activities. The program aims to ensure that the flood loss reduction goals of the NFIP are met, build state and community floodplain management expertise and capability, and leverage state knowledge and expertise in working with their communities. The program has several objectives, including growing local capacity and capability to improve resiliency through floodplain management, building state floodplain management capability, and promoting the benefits and driving demand for strong floodplain management development standards and insurance. Some of the eligible activities under this program include:
• Providing technical assistance to communities in the NFIP
• Evaluating community performance in implementing NFIP floodplain management activities
• Building state floodplain management capability and promoting strong state interagency coordination and collaboration
• Promoting the benefits and driving demand for strong floodplain management development standards and insurance
• Conducting outreach, workshops, and other training for local officials and other stakeholders
• Providing general technical assistance to communities and individuals to resolve floodplain management issues related to the NFIP
• Assisting communities in joining the NFIP and providing technical assistance to ensure the community meets the minimum eligibility requirements for participation
• Coordinating with other programs and agencies that impact floodplain management
• Providing post-disaster assistance and support to NFIP communities
• Conducting activities to prepare NFIP communities to enforce the substantial damage provisions of their regulations.
