The City of Wilmington seeks a single vendor to provide an end‑to‑end mobile payment platform for on‑street, off‑street and gated‑garage parking. The solution must support IVR, smartphone app, mobile web, QR codes, SMS payments, and integration with major digital wallets while being white‑labeled as “Park Wilmington”. The vendor will act as the merchant of record, bear all credit‑card processing costs, and collect a convenience fee from end users. The contract is a three‑year services agreement with two optional one‑year extensions and requires 24/7 toll‑free support, real‑time transaction feeds, robust reporting, PCI‑DSS compliance, and annual insurance documentation.
