Design-Build Services for the Consolidated Proposed Richland County Emergency Operations Center (EOC)

The County of Richland is soliciting Statements of Qualifications and Proposals from Design-Builders for a turnkey Emergency Operations Center (EOC) in an existing County Facility. The selected Design-Builder will be responsible for the entire project, including architectural programming, design, and construction. The project requires compliance with all applicable federal, state, and local laws and regulations. Some key aspects of the project include: * The Design-Builder will hold all contracts for designers, trade contractors, and suppliers, excluding Owner-provided Special Inspections. * The project requires a guarantee period of at least one year for workmanship and materials. * The County reserves the right to request the top-ranked Offeror or all short-listed Proponents to appear separately for oral interviews and/or provide electronic presentations. * The County may elect to have one or more proposed solutions demonstrated in a real-life or test scenario environment. * The County will ultimately select the qualified Proponent who demonstrates the greatest combination of capability, experience, vision, and commitment for the development of the proposed project.
