The Federal Aviation Administration (FAA) has issued a Market Survey (RFI) to identify qualified vendors capable of providing Second‑Level Engineering (SLE), sustainment, development, and implementation services for the Terminal Flight Data Manager (TFDM) system. The TFDM system modernizes airport tower operations by delivering electronic flight data, surface scheduling, traffic flow management, airport resource management, and related decision‑support tools. Vendors will be evaluated on their ability to support two configuration levels (full‑suite and limited‑suite) across large, medium, and small tower sites, integrate with existing FAA systems (ASDE‑X, ASSC, TDLS, etc.), and meet stringent performance, reliability, security, and environmental requirements. This RFI does not constitute a solicitation for proposals; it is solely for information gathering and does not involve any fee or cost reimbursement.
• Identify capabilities to deliver SLE, sustainment, development, and implementation for TFDM.
• Support both Configuration A (full suite) and Configuration B (limited suite).
• Provide integration with FAA’s SWIM, ASDE‑X, ASSC, and other legacy tower systems.
• Meet performance, reliability, availability, and security standards outlined in the SSD.
• Offer expertise in system administration, monitoring & control, and quality‑assurance support.
• Participate in potential future Screening Information Request (SIR) if selected.
