Description
The U.S. Navy NAVSEA is soliciting proposals to develop, test, integrate, deliver, and sustain the AN/BYG-1 Submarine Combat Control System software suite. The effort includes modernizing legacy applications, decoupling software from hardware, implementing micro‑service architecture, expanding virtualization, and integrating AI/ML decision aids. Offerors must obtain Secret facility clearance for proposal preparation and upgrade to Top‑Secret clearance by award. All solicitation documents are Controlled Unclassified Information (CUI) hosted on the E‑TIC portal; classified source code will be transmitted physically under strict NISPOM procedures. Proposals are due electronically by 16:00 EDT on 19 Oct 2026. Questions must be submitted in the prescribed Excel form within 25 days of issuance.
