Presolicitation Notice – Advanced Contracting Initiative – Regional Contracts for Debris Management Services (ACI – RCDMS)

The U.S. Army Corps of Engineers (USACE) is seeking proposals for the Advanced Contracting Initiative – Regional Contracts for Debris Management Services (ACI – RCDMS). The contracts will provide rapid and comprehensive debris management and removal services in support of Federal disaster response efforts. The scope of work includes debris collection, reduction, hauling, management, and related tasks. The contracts will be firm fixed price, indefinite delivery/indefinite quantity (IDIQ) single award task order contracts (SATOCs). The USACE anticipates awarding up to ten contracts, each with a five-year ordering period. The contracts will have a total capacity of $37,000,000,000. Key aspects of the job include: • Debris management operations may include debris within the Public Right-of-Way (ROW) and Private Property Debris Removal (PPDR) • The Contractor shall manage disaster-generated debris from the point of origin to final disposal • All actions and processes used shall be in full compliance with all applicable local, state, and Federal policies, regulations, and laws • The Contractor shall prioritize recycling and beneficial reuse of materials whenever possible • The Contractor shall utilize an Automated Debris Management System (ADMS) to support real-time tracking, documentation, and reporting of debris removal activities
