Description

The Delaware Department of Transportation is seeking a qualified contractor to provide “open‑end” civil construction services for pedestrian access routes and sidewalk improvements throughout New Castle County over FY 2025‑FY 2027. The contract will be work‑order driven, allowing the agency to issue multiple individual work orders (e.g., Chapel Street, Old Capitol Trail) as needs arise. The contractor must furnish all labor, materials, equipment, and related services to bring existing non‑ADA‑compliant pedestrian facilities up to current standards, install new sidewalk links, perform associated excavation, drainage, utility adjustments, and provide traffic‑control supervision. Key requirements include compliance with Delaware prevailing‑wage regulations, submission of bid bonds equal to at least 10 % of the bid amount, weekly sworn payroll reporting, and adherence to Road User Cost penalties for lane‑closure overruns. • Scope covers ADA‑compliant sidewalk construction, curb & gutter installation, drainage inlets, utility relocations, and temporary traffic‑control measures. • Open‑end contract with a 365‑day work period per work order (approximately 1 year from Notice to Proceed). • Bids must be submitted by 2:00 p.m. on 28 July 2026; pre‑bid questions are due at least six business days before the opening. • Contractor must provide a surety bond (≥10 % of bid) and meet a performance rating of ≥85 % (or accept retainage).

Budget estimate

$5,000,000 – $12,000,000

No total contract value is disclosed, but the detailed quantity sheets indicate several hundred cubic yards of earthwork, thousands of square feet of concrete sidewalk, extensive curb and drainage installations, and associated traffic‑control services. Using Delaware public‑works unit rates (approximately $150‑$250 per cubic yard of earthwork, $120‑$180 per square foot of PCC sidewalk, $90‑$130 per linear foot of curb, and $180 per hour for traffic‑control supervision), a rough total for a typical work order ranges from $5 million to $12 million. Since the contract is open‑end and may include multiple work orders over three fiscal years, the overall award could plausibly sit between $5 million (minimum) and $12 million (maximum).
