Description

The City of Delaware is seeking a qualified vendor to supply a range of chemicals required for operation of its municipal water‑treatment plant (WTP) and wastewater‑reclamation facility (WWTP). All deliveries are FOB to the two sites, must be made during standard business hours, and the contract is a 12‑month, unit‑price agreement that may be renewed annually. The solicitation includes a detailed bid schedule, mandatory bonding and insurance requirements, and a set of required pre‑qualification documents. • Supply of eleven specific chemicals (e.g., liquid chlorine, sodium hydroxide, ferric chloride, aluminum chlorohydrate, sodium permanganate, anti‑scalant, hydrofluosilicic acid, orthophosphate, sodium hypochlorite, sodium bisulfite, citric acid) in the quantities listed in the bid schedule. • All chemicals must meet AWWA, ANSI/NSF, and Ohio EPA standards, include MSDS and typical chemical analysis, and be delivered via appropriate truck or tank‑truck equipment. • Vendor must provide required bid security (10 % cash bid bond), a 100 % contract bond, insurance (commercial general liability $3 M, automobile $1 M, workers’ comp), and submit required certifications (Non‑Collusion Affidavit, Personal Property Tax Affidavit, ORC 3517.13 Compliance). • The contract runs for 12 months starting January 1, with potential extensions for up to two additional years; pricing must remain firm for the contract term.

Budget estimate

$300,000 – $500,000

The bid schedule lists quantities (e.g., 46 tons of liquid chlorine, 50 tons of NaOH, 100 000 gallons of ferric chloride, etc.) and the addendum provides unit prices (e.g., $2,464/ton for chlorine, $1,090/ton for NaOH). Multiplying these yields an estimated spend of roughly $350,000‑$400,000 for the baseline chemicals, with additional items (anti‑scalant, orthophosphate, acids, etc.) adding another $50,000‑$100,000. Therefore a reasonable total contract value is in the $300k‑$500k range, depending on final quantities delivered.
