City of Cleveland is seeking a qualified vendor to provide on‑site refuse‑truck cleaning (washing) services for its entire fleet of front‑load, side‑load, and rear‑load garbage trucks. The contractor must operate a two‑person crew, use spot‑free reverse‑osmosis heated water, recover 100 % of wastewater, and comply with EPA and OSHA regulations. Services are to be performed after routes (Mon‑Fri 4‑8 PM, Sat‑Sun 8 AM‑12 PM) with at‑least 24‑hour advance notice and strict weather restrictions. The contract is awarded on an hourly‑rate basis, prohibits subcontracting, and requires multiple references, insurance, and wage‑theft disclosures.
• Provide full‑service wash (exterior, under‑truck, hopper interiors, etc.) using high‑pressure RO water.
