Description

The Florida Department of Transportation is seeking bids for the purchase of state and federal freshwater herbaceous and forested wetland mitigation functional credits to offset state and/or federal wetland impacts. The contract will be for an initial term of three years, with the option for renewal. The department intends to purchase credits from the lowest bidder or combination of bidders to meet the project's needs. The scope of work includes providing mitigation credits to offset wetland impacts associated with the department's planned project in Orange County, Florida. Key considerations for bidders include: • The ability to provide a minimum of 0.5 and up to 2.0 UMAM and/or WRAP and/or MWRAP credits • The cost per credit for each type of credit • The bidder's experience and qualifications in providing wetland mitigation credits • The bidder's ability to meet the department's requirements for credit delivery and reporting. Some of the key requirements for bidders include: • Being authorized to transact business in the state of Florida • Having a valid federal banking instrument (permit) • Having a valid state and/or federal credit ledger • Providing proof of service area geographic coverage of wetland impacts • Providing written verification from the SWFWMD and/or ACOE that the proposed mitigation bank is acceptable to offset wetland impacts for the planned project.

Budget estimate

$5,000 – $100,000

The budget for this contract is difficult to estimate without knowing the exact number of credits to be purchased and the price per credit. However, based on the information provided, it appears that the contract will be for an indefinite quantity of credits, with a minimum purchase of 0.5 credits and a maximum purchase of 2.0 credits. Assuming an average price per credit of $10,000 to $50,000, the total budget for the contract could range from $5,000 to $100,000 or more, depending on the actual number of credits purchased. Factors that may influence the likely payment range include the bidder's experience and qualifications, the quality of the credits provided, and the department's budget for the project.
