The City of Wilmington is seeking a single‑prime contractor to execute a comprehensive streetscape upgrade along US 17 (74/76) on Dawson and Wooster Streets from 3rd to 17th Streets. The work includes full pavement rehabilitation, curb‑and‑gutter replacement, ADA‑compliant sidewalk and curb‑ramp construction, drainage improvements, traffic‑signal upgrades, utility coordination, erosion‑control, and landscaping. The contract is a lump‑sum award with a 365‑day performance period, liquidated damages of $530 per day, and a 14 % MBE/WBE subcontracting goal.
• Milling and resurfacing of ~5,800 tons of asphalt with new base, binder, and surface courses.
• Installation of new concrete curbs, gutters, curb‑ramps, and ADA‑compliant sidewalks.
• Traffic‑signal upgrades, signage, and temporary traffic‑control plans (off‑peak lane closures only).
• Drainage work (catch‑basin modifications, pipe replacements), utility coordination, erosion‑control, and planting of trees/shrubs with an 18‑month maintenance warranty.
• Required bonding (100 % performance/pay bonds), 5 % retainage, and compliance with City, NCDOT, and NC state regulations.
