INDEFINITE DELIVERY INDEFINITE QUANTITY MULTIPLE AWARD CONSTRUCTION CONTRACT FOR NEW CONSTRUCTION, REPAIR, AND RENOVATION OF VARIOUS WATERFRONT FACILITIES PROJECTS AT VARIOUS GOVERNMENT INSTALLATIONS LOCATED IN CA, AZ, NV, UT, CO, AND NM

This IDIQ multiple‑award construction contract (MACC) seeks contractors to design‑build or design‑bid‑build waterfront facilities—including piers, wharves, bulkheads, dry docks, boat ramps, breakwaters and related marine infrastructure—across several western U.S. military installations. The contract will be awarded to up to eight firms, each receiving an IDIQ with a two‑year base period and three one‑year options (maximum five‑year term). Task orders will range from $50 k to $100 M, with a guaranteed minimum $1 k per awardee. Evaluation will be based on technical approach, experience, past performance, safety, small‑business utilization and price. • Scope covers new construction, renovation, repair, and associated utilities for waterfront facilities in CA, AZ, NV, UT, CO, NM. • Contracts are IDIQ with a total ceiling of > $750 M for all awardees; each awardee may receive multiple task orders up to $100 M. • Preference given to HUBZone small businesses; evaluation without discussions; award based on best value.
