Shipyard Infrastructure Optimization Program Multi-Mission Dry Dock, Multiple Award Construction Contract

The Navy intends to issue an indefinite delivery indefinite quantity (IDIQ) multiple award construction contract (MACC) request for proposal (RFP) for the Shipyard Infrastructure Optimization Program Multi-Mission Dry Dock project. The project involves the construction of a new Multi-Mission Dry Dock at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) and other areas under the cognizance of Naval Facilities Engineering Systems Command (NAVFAC). The contract will have a base period of 60 months and up to five 12-month option periods for a maximum possible duration of ten years, with an aggregate maximum estimated value of $30 billion for all task orders. The key tasks include: • Construction of the Multi-Mission Dry Dock • Demolition of facilities and utilities • Installation of upland shoring and cutoff wall • Construction of double-wall cofferdam • Upland ground improvements • Construction of pressure relief system • Installation of mechanical, electrical, and communications systems • Utility routing tunnels • Construction of support buildings and electrical substations The Navy anticipates that most work under the MACC will be initiated by task order(s) that are competed amongst all the MACC holders.
