Description

The City of Detroit’s Office of Contracting and Procurement is seeking pre‑qualified demolition contractors to perform planned commercial demolition, backfill, grading, and site finalization for the property group located at 21800 Joy (Group 260). The scope excludes hazardous material abatement, which is handled separately. Vendors must submit detailed price sheets, professional rate schedules, and required bonds via the City’s Oracle Supplier Portal by the deadline. The contract will be awarded to the lowest responsible and responsive bid, with performance and payment bonds required for the full contract amount. • Scope: Demolition, debris removal, backfill, grading, and site finalization for a defined residential/commercial property group. • Excludes: Hazardous material abatement, permits, and hydrant fees (except a $134 re‑inspection fee). • Eligibility: Only firms pre‑qualified under the Detroit Demolition Program may submit. • Submission: Electronic only through Oracle Supplier Portal; required documents include price sheet (Excel), professional rate schedule (Excel), and signed signature page (PDF). • Deadline: 15 September 2026, 15:00 UTC. • Evaluation: Lowest responsive and responsible bid, with local preference and equalization factor considered. • Bonds: 100 % performance and payment bonds required within five business days of award. • Contact: Elisha Wright (Buyer), [email protected].

Budget estimate

$500,000 – $2,000,000

Based on typical commercial demolition rates in the Detroit metro area (approximately $30–$80 per square foot for demolition, plus $5–$15 per square foot for backfill and grading), and assuming the 21800 Joy property group comprises roughly 10–15 residential units averaging 2,000 sq ft each, the total contract value is likely to fall between $500,000 and $2,000,000. The lower bound reflects minimal site preparation and a small number of units, while the upper bound accounts for larger square footage, higher labor rates, and the inclusion of extensive grading and site finalization.
