The Department of Veterans Affairs is seeking a qualified Service‑Disabled Veteran‑Owned Small Business (SDVOSB) to design‑build a new boiler plant (Building 14) at the Marion VA Medical Center in Illinois and to demolish the existing plant. The scope includes site development, structural, mechanical, electrical, plumbing, fire‑protection, and commissioning work, as well as associated demolition, hazardous‑material mitigation, and site restoration. The contract will be a firm‑fixed‑price award valued between $20 M and $50 M, with a performance period of 24 months following notice to proceed. Key requirements include extensive bonding, Davis‑Bacon wage compliance, VA security clearances, and adherence to numerous VAAR and FAR clauses.
• New 10,310 sf, three‑story boiler plant with three 250 HP gas‑fired boilers, associated utilities, and fire‑protection systems.
• Full demolition of the existing 6,200 sf plant, including hazardous‑material removal and site‑green‑space restoration.
• Mandatory site visit on 20 Oct 2026; RFI deadline 30 Oct 2026; final sealed bid due 06 Nov 2026 (1 pm ET).
