The U.S. Navy’s NAVSUP Fleet Logistics Center Yokosuka intends to award a firm‑fixed‑price sole‑source contract to Barbee Valve & Supply Inc. for the procurement, delivery, and factory calibration of proprietary Barbee testing systems: a Hose Proof Test Stand (Model HSC‑3072‑RD10), a Relief Valve Test Bench (Model TP‑3000‑RV), and a Water Reclamation System (Model WRS‑5). These systems are essential for high‑pressure (30,000 psi) hose and valve testing on forward‑deployed vessels, ensuring safety and structural integrity. Because Barbee is the sole OEM and distributor, competition is not permissible under FAR 6.103‑1.
