Description
The City of Burlington is establishing an on‑call roster of up to ten qualified contractors to perform emergency and urgent water‑resources utility repairs and excavation work (water lines, sewers, storm‑water infrastructure, hydrants, manholes, pavement failures, etc.). Contractors will enter a Main On‑Call Agreement with a maximum limiting amount of $500,000 for firms with existing Master Agreements (or $150,000 for new entrants) and a term of approximately five years (through December 2031). Work will be assigned via “Work Assignments” on a time‑and‑materials basis with rates set in Exhibit A; emergency work is billed at standard rates, while planned work requires cost estimates. Availability 24/7 (including nights, weekends, holidays) is preferred. Proposals must be submitted electronically by October 16, 2026 and questions are due by October 9, 2026. • Scope: installation, replacement, repair of water distribution, sewer, storm‑water assets; excavation, backfill, paving, site restoration. • Contract: up to 10 contractors, 5‑year term, max $500 k (experienced) or $150 k (new) per contractor. • Pricing: unit rates (normal & overtime) for 2027, CPI‑adjusted annually. • Submission: PDF ≤10 pages, emailed to Monika Ingalls; no pre‑bid meeting. • Evaluation: based on qualifications, pricing, past performance; decision expected within 30 days of due date.
