The Minnesota Pollution Control Agency (MPCA) is seeking proposals for the Statewide Recycling Market Development Grant. The goal of this grant is to build lasting capacity to support recycling markets in Minnesota by increasing local demand for recyclable material, diverting recyclable materials from disposal, and creating jobs in Minnesota. Eligible applicants include businesses, non-profit organizations, colleges, universities, local governmental units, tribal governments, and state agencies. The grant money can be used to process recyclable material into a higher value material for use in new products, and priority materials for this grant include mixed paper, old corrated containers, glass food and beverage containers, and others. The MPCA anticipates awarding approximately $800,000 for these grants, with a maximum award of $300,000 and a minimum award of $50,000.
• Eligible projects include expanding existing capacity to make recycled-content products, processing or production methods that add value to a recyclable material, and research, development, and testing of new products using recyclable material as a feedstock.
• Ineligible projects include those that do not use recyclable material as a feedstock, do not process recyclable material, and turn recyclable material into liquid fuel.
• The application period closes on May 26, 2026, and applicants must submit their applications through the SWIFT Supplier Portal.
• The MPCA will evaluate applications based on criteria such as need for the project, probability of project success, priority project, project readiness, and applicants' qualifications.
