Description

The California Pollution Control Financing Authority (CPCFA) Exempt Facility Bond Financing Program provides tax‑exempt private‑activity bond financing to California businesses for the acquisition, construction, or installation of qualified pollution‑control, waste‑disposal, water‑furnishing, wastewater‑treatment, and resource‑recovery facilities. CPCFA acts as a conduit issuer; bonds are backed by the borrower’s credit or external investor pledges. The program offers low‑interest capital, with application and administrative fees based on the bond amount. Funding is allocated through the California Debt Limit Allocation Committee (CDLAC) and is available on an ongoing basis. • Eligible projects include curbside collection, recycling, composting, material recovery, transfer stations, landfills, waste‑to‑energy, hazardous waste disposal, water furnishing, and wastewater treatment facilities. • Eligible applicants: any qualified California business (no size limit, though small‑business criteria are defined). • Use of proceeds must meet federal restrictions (e.g., ≥95% for project costs, ≤2% for issuance costs, ≤25% for land in certain cases). • Fees: Application fee up to $5,000; administrative fee 0.2% of bond amount (less application fee). • Total funding pool: $550 million; award amounts range from $1.5 million up to $550 million. • No specific deadline; program is ongoing with awards announced as projects are approved. • Contact: (916) 654‑5610, [email protected].

Budget estimate

$1,500,000 – $550,000,000

The program has a total estimated funding pool of $550 million, with individual awards ranging from $1.5 million to the full $550 million depending on project scope, size, and eligibility. Smaller projects (e.g., single‑facility upgrades) are likely to receive awards near the lower end, while large, multi‑facility, revenue‑generating projects could secure the upper end. Therefore, a realistic budget range for a single award is roughly $1.5 million to $550 million.
