Description

The California State‑funded Proposition 4 bond provides up to $48 million for projects that improve safe drinking water, wildfire mitigation, drought preparedness, and clean‑air outcomes across the RMC jurisdiction. Applicants—non‑profits, public agencies, tribal governments, and other eligible entities—must first submit a Concept Proposal, which is reviewed for alignment with program priorities, location, need, and cost‑share. Selected applicants are invited to submit a Full Application and may receive technical assistance from RMC staff. No matching‑fund requirement, but projects with match receive preference. Funding is delivered via advances and reimbursements, and award amounts are dependent on project scope.

Budget estimate

$500,000 – $5,000,000

The total available funding is $48 million, but the number of awards is listed as “Dependent.” Assuming the program funds roughly 10‑20 projects (typical for statewide grant competitions), average award sizes could range from $0.5 million to $5 million. Larger, multi‑year infrastructure or ecosystem‑restoration projects could approach the high end, while smaller community‑scale water‑quality or fire‑prevention pilots may be near the low end.
