GEOINT Capability Development 3 (GCD3) Notice of Intent

The National Geospatial-Intelligence Agency (NGA) intends to issue a sole source contract to Omni Federal Inc for the GEOINT Capability Development 3 (GCD3) program. The purpose of the GCD3 contract is to continue supporting the updating of the Quality Assurance Capability (QAC) application, which will replace the Geospatial Analysis and Integrity Tool (GAIT) that will be sunset in FY28. The contract's scope includes providing GEOINT Capability Development teams with government-contractor effort in programming, user-centric design coding, test-driven programming, continuous integration and continuous deployment, open-source software, Quality Assurance (QA), and Agile software maintenance. • The contract will be a firm fixed price contract with a 7-month base period, one 12-month option period, and one 5-month option period. • The anticipated period of performance is 28 June 2026 – 27 June 2028 (24 months total). • The NGA intends to award the contract in accordance with GSAR 538.7104-3(b)(iii), as it is a logical follow-on to an FSS order already issued on a competitive basis. • The estimate for a delay in service due to a transition would be substantial, increasing the required program cost by over $2.1M.
