Description
The County of Montgomery, Virginia is seeking a qualified consulting firm to completely rewrite its Zoning Ordinance. The scope includes a full code audit, restructuring and graphic enhancement of the ordinance, alignment with the “Montgomery Matters” Comprehensive Plan, creation of two Village Overlay Districts, development of a cloud‑based collaborative drafting platform, and a public‑engagement strategy. Deliverables consist of a detailed project plan, audit report, interactive platform, and a final draft ordinance ready for adoption, with an overall schedule of 18 months or less.
• Conduct comprehensive review of current zoning code and ensure compliance with Virginia state statutes and recent case law.
• Redesign ordinance structure, add graphics/tables, and produce a cloud‑based drafting and comment system for staff and public use.
• Develop two Village Overlay Districts and integrate comprehensive‑plan goals, including housing, land‑use, and design standards.
• Facilitate up to six in‑person public meetings (additional virtual sessions as needed) and coordinate with the County’s Planning & GIS staff on map amendments.
• Provide cost breakdown, qualifications, references, and work samples; insurance and accessibility compliance required.
