Description

The City of Charlottesville is soliciting competitive sealed bids for the Barracks Emmet Streetscape project, which upgrades the intersection of Barracks Road and Emmet Street. The scope includes adding left‑ and right‑turn lanes, widening medians to create pedestrian refuge islands, replacing traffic signal equipment, reconstructing sidewalks, extending a new 5‑ft concrete sidewalk for approximately 1,500 ft, installing utility and drainage improvements, and adding a new bus shelter that meets CAT standards. Work must be performed in accordance with the provided construction plans and specifications, with the contractor responsible for all labor, materials, equipment, supervision, and permits. Bids are due electronically by 2:00 pm on October 9, 2026; a non‑mandatory pre‑bid meeting is scheduled for September 2, 2026. Construction is slated to start December 14, 2026, with substantial completion by December 15, 2027 and final completion by January 14, 2028. The contract will be awarded to the lowest responsive and responsible bidder. • Improve left‑turn lanes and add a new right‑turn lane at the Barracks Emmet intersection. • Widen medians and construct pedestrian refuge islands. • Replace traffic signal infrastructure and install a CAT‑compliant bus shelter. • Reconstruct existing sidewalks and add ~1,500 ft of new 5‑ft concrete sidewalk. • Provide utility and drainage upgrades. • Required pre‑bid meeting (Sept 2) and optional site visit; questions due Sept 28. • Bid submission deadline Oct 9 2026; work begins Dec 14 2026, completes Jan 14 2028.

Budget estimate

$5,000,000 – $8,000,000

The solicitation does not disclose a contract value. Similar municipal streetscape projects in midsize U.S. cities typically range from $4 million to $9 million, depending on scope, materials, utility work, and traffic‑signal upgrades. Given the extensive lane reconfiguration, median widening, sidewalk reconstruction, utility/drainage work, and a new bus shelter, a reasonable estimate for the total contract award is between $5 million and $8 million. The final budget will depend on the contractor’s bid, change orders, and any unforeseen site conditions.
