SC 866 – Replacement of the Southwest Diversion Pressure Sewer – Phase I Frankfurst Avenue

The City of Baltimore is seeking bids for the replacement of the Southwest Diversion Pressure Sewer – Phase I Frankfurst Avenue. The project involves the installation of approximately 4,450 feet of 102-inch sewer pipe via open cut construction, as well as associated appurtenances and surface repair. The project is a recipient of the Maryland Water Quality & Drinking Water Revolving Loan Fund- Disadvantaged Business Enterprise (DBE) and U.S. EPA Water Infrastructure Finance and Innovation Act (WIFIA) Programs. The MBE goal is 22% and the WBE goal is 16%. • The project requires prequalification by the City of Baltimore, Department of Public Works, Office of Boards and Commissions (OBC) with a cost qualification range of $60,000,000.01 to $70,000,000.00. • A pre-bidding information session will be conducted via Microsoft Teams on June 17, 2026, at 10:00 AM. • Bid inquiries must be emailed to Latonia Walston and Darryn Mobley by the Q&A deadline of July 8, 2026. • The project is funded by the State of Maryland and has a project cost class of over $15,000,000.
