The Texas Commission on Environmental Quality (TCEQ) is seeking a qualified firm of certified public accountants to conduct an Agreed Upon Procedures (AUP) engagement of the Deepwater Horizon Natural Resource Damage Assessment and Restoration (NRDAR) funds. The AUP will cover NRDAR funds received by the Texas State Natural Resource Trustee agencies from January 1, 2023, through December 31, 2025. The purpose of the AUP is to evaluate the accuracy of funds reported on the project's Statement of Receipts and Expenditures and compliance with the Restoration Agreements, Standard Operating Procedures, and other relevant documentation.
Some key points to consider:
* The contract will be funded with non-appropriated funds, so HUB/VetHUB is not applicable.
* The selected vendor will be required to submit a Certification of Interested Parties.
* The contract will include a provision for termination if the vendor is found to be in violation of any of the certifications.
* The vendor will be required to disclose any conflicts of interest and to certify that they are not barred from responding to the solicitation or being awarded a state contract.
