Description

The Confederated Tribes of the Colville Reservation, through its forestry department, are seeking qualified independent contractors to conduct pre‑commercial thinning (mastication) on multiple parcels of tribal forest land during the fall of 2026. Work must be performed using chainsaws or hand tools (powered tools must have spark arresters), adhere to strict tribal safety, environmental, and fire‑season regulations, and comply with the Tribal Employment Rights Ordinance (TERO) and Indian Preference policies. Contractors will be paid on a per‑acre basis, with partial payments allowed for larger units after 50 % completion. All bids must be sealed, labeled “Pre‑Commercial Thinning Fall 2026,” and submitted by post‑mark or in person to the Inchelium Forestry Office by the deadline. • Scope: Mastication of designated forest units (≈ 500 ac total) using chainsaws/hand tools, with debris removal, road/culvert protection, and wildlife‑trail safeguards. • Compliance: Must hold an Indian Traders License, meet TERO/Indian Preference requirements, provide workers’ compensation insurance, and maintain SAM.gov registration. • Payment: Per‑acre rates (not disclosed) with partial payments permitted for units ≥ 20 ac after half the work is approved. • Timeline: Work to occur in the fall of 2026; fire‑season restrictions (May 15 – Oct 15) may affect scheduling. • Submission: Sealed bids, signed, and delivered/presented to Inchelium Forestry Office no later than 4:30 PM on 21 Oct 2026.

Budget estimate

$75,000 – $150,000

The solicitation does not disclose per‑acre rates. Typical pre‑commercial thinning contracts in the Pacific Northwest range from $150 to $300 per acre, depending on terrain, accessibility, and required environmental safeguards. Assuming the total acreage to be thinned is roughly 500 ac (the sum of listed units plus a modest amount for unspecified parcels), estimated contract value would be between $75,000 (500 ac × $150) and $150,000 (500 ac × $300). Factors influencing the final budget include the contractor’s pricing strategy, any additional fees for compliance (e.g., Indian Traders License), and possible adjustments for fire‑season constraints.
