Description

The New Jersey Department of Children and Families is soliciting a single‑award contract to provide two inter‑related programs in Union County: Sexual Violence Direct Services (SVDS) and Primary Prevention of Sexual Violence (PPSV). The SVDS component delivers 24/7 crisis hotline, counseling, advocacy, medical and legal accompaniment, transportation, and child‑focused services to survivors of sexual violence. The PPSV component focuses on community‑level primary prevention activities, including a community‑action or policy‑change project, participation in a county prevention coalition, and regular training/technical‑assistance sessions. The contract begins Jan 1 2026 for a six‑month operating period with an optional 12‑month renewal, and includes start‑up funding for site accessibility, technology, and staff onboarding. • Provide trauma‑informed, bilingual, and ASL‑compatible direct services to all survivors (adults and children) in Union County. • Deliver a community‑action or policy‑change prevention activity, and maintain active participation in county‑wide prevention coalitions and NJCASA meetings. • Manage detailed monthly service‑data reporting, quarterly financial reports, and annual audit compliance; all staff must complete minimum 40‑hour sexual‑violence training and pass NJ CARI background checks. • Funding totals up to $305,645 operating plus $50,000 start‑up for FY 2026, with a possible renewal providing up to $511,287 for FY 2027.

Budget estimate

$300,000 – $900,000

The RFP caps state operating funding at $305,645 for the first six‑month term plus up to $50,000 start‑up funding, and a potential renewal of $511,287 for the second year. Assuming a successful award of the initial term (≈$355k) and a renewal (≈$511k), the total contract value could range from roughly $300,000 (if only the base operating budget is funded) up to $900,000 (if full operating and start‑up funds are awarded for both years). Variability will depend on the agency’s final budget justification, any additional subcontracting, and whether the renewal is granted.
