Description
The County seeks a qualified vendor to deliver School‑Based Screening, Brief Intervention, and Referral to Treatment (SBIRT) services, together with Family Navigation support, to youth in up to three middle‑ and/or high‑schools in Clackamas County. The contractor must incorporate restorative‑justice principles, conduct screenings, provide brief motivational‑intervention sessions, coordinate referrals to treatment, and offer a dedicated navigator to assist families with accessing community resources. Quarterly performance reporting, critical‑incident notification, and compliance with County insurance, non‑discrimination, and reporting requirements are mandatory.
• Provide SBIRT screening, brief intervention, and referral services on site at identified schools.
• Deliver Family Navigation services to assist youth and families with accessing treatment, counseling, education, and other support resources.
• Integrate restorative‑justice values throughout service delivery and maintain rigorous data collection and quarterly reporting.
